Program Manager - Affordable Housing Initiatives

About the Role

Habitat for Humanity International is seeking an experienced Program Manager to lead our affordable housing initiatives in Ukraine. This Program Manager remote position will focus on strategic direction and implementation of programs aimed at building affordable housing for vulnerable populations. You will play a crucial role in shaping the future of housing in Ukraine, ensuring that our projects meet the needs of communities while adhering to our organizational values.

What You'll Do

• Provide strategic leadership and direction to the program team in the housing sector.
• Develop and implement program strategies focusing on housing, reconstruction, energy efficiency, and technical capacity-building.
• Oversee financial management of project budgets, including procurement, grant management, and financial reporting.
• Ensure compliance with Habitat for Humanity policies and donor regulations.
• Conduct regular project reviews and risk assessments, developing and implementing mitigation strategies.
• Supervise program staff and build team capacity.
• Design and implement high-quality projects that address the needs of vulnerable populations in Ukraine.
• Oversee the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to track project progress and measure impact.

Requirements

• Master’s degree in Project Management, International Development, Business Administration, or equivalent experience.
• Minimum of 5 years of experience in project management, preferably in housing or development sectors.
• Fluency in Ukrainian and English is required.
• Proven expertise in leading multidisciplinary teams in complex environments.
• Strong experience in managing donor-funded projects and ensuring compliance.
• Advanced project management skills, including work planning and budgeting.
• Comprehensive understanding of housing needs and policies within humanitarian contexts.
• Willingness to travel extensively within Ukraine.
