About the Role

We are seeking a Senior HR Operations Manager to join our Global Workforce Advisory team. This Senior HR Operations Manager remote position is an exciting opportunity to lead HR operations in Malta, ensuring compliance and efficiency in all HR functions.

What You'll Do

  • Lead the setup of legal entities, manage tax and social registrations, and coordinate with external counsel to ensure regulatory compliance.
  • Oversee office search, lease negotiations, vendor management (IT, security, cleaning, insurance), and budget control.
  • Develop and execute recruitment strategies to source technical and product talent, including backend, frontend, architects, QA, and product managers.
  • Provide visa and immigration support, coordinating with immigration lawyers and consulates to prepare company sponsorship documents.
  • Coordinate relocation and settling-in services, including travel arrangements, temporary and long-term housing support, and cultural integration.
  • Design and implement compensation and benefits programs, draft and review employment contracts, and manage employee relations.
  • Evaluate and manage EOR providers, negotiate contracts, and ensure compliance with payroll and onboarding processes.
  • Establish HR policies, maintain the employee handbook, and provide regular reports to HQ on hiring progress and compliance risks.

Requirements

  • Bachelor’s degree in HR, Business, Psychology, Law, or a related field; a master’s degree is preferred.
  • Minimum of 5 years’ experience in HR or office/people operations.
  • 3 years of hands-on experience in Malta or significant exposure to the local market.
  • Strong understanding of Malta labor law, social security, and tax basics.
  • Experience supporting foreign hires with work visas and relocation processes.
  • Proven ability to build teams from scratch and manage entity registration and office setup.
  • Familiarity with technical hiring and screening engineering candidates is preferred.
  • Experience managing EOR/payroll vendors and understanding compliance risks.

Nice to Have

  • Experience with cross-border payroll and equity/stock option implementation.
  • Background in international secondments.
