Senior Cyber Program Manager - Remote

About the Role

We are seeking a Senior Cyber Program Manager to join our team remotely. In this role, you will serve as the principal authority for developing, integrating, and defending USCYBERCOM’s Program Objective Memorandum (POM) submissions. You will translate strategic guidance and operational requirements into executable programmatic recommendations. As a Senior Cyber Program Manager, you will apply advanced quantitative methodologies, including modeling, simulation, and statistical analysis, to assess cyber capability gaps, evaluate investment options, and recommend trade-offs.

What You'll Do

• Provide expert analytical support to senior leadership in shaping long-range (5–10 year) strategic plans for cyber programs.
• Prepare and deliver programming justifications to senior stakeholders, including the Joint Staff, OSD CAPE, and congressional reviewers.
• Collaborate with mission owners, capability developers, and functional leads to ensure programming inputs are analytically sound and mission-aligned.
• Develop data-driven briefing materials and narratives to support USCYBERCOM’s resource positions.
• Participate in program reviews, working groups, and resourcing forums to advocate for Command priorities and ensure consistent messaging across the cyber community.

Requirements

• Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment.
• Three-year trial/probationary period may be required.
• Experience overseeing the management of cyber resources and programming efforts.
• Specialized experience in analyzing program requirements and resource allocations.

Nice to Have

• Experience with federal government contracting and compliance.
• Knowledge of the National Defense Authorization Act and its implications.
• Familiarity with the Cyber Excepted Service (CES) personnel system.
