Regulatory Compliance Officer - Remote Position
About the Role
IEM is seeking a dedicated Regulatory Compliance Officer to join our Disaster Recovery Program Management team. This Regulatory Compliance Officer remote position is crucial for executing PRHFA’s HOME-ARP compliance and monitoring activities for Rental Housing, TBRA, and Supportive Services. You will ensure that implementation aligns with HUD’s HOME-ARP Notice CPD-21-10, 24 CFR Part 92 (HOME), 24 CFR Part 58 (Environmental Review), and 2 CFR Part 200 (Uniform Guidance).
What You'll Do
- Interpret and apply PRHFA’s existing policies/SOPs and HUD rules.
- Apply 24 CFR Part 92 requirements during file reviews, tenant protections, property standards, and labor standards triggers.
- Follow established monitoring tools and procedures.
- Execute monitoring in alignment with 24 CFR §92.504 and 2 CFR §200.331–§200.332.
- Review written agreements to confirm compliance with 24 CFR §92.504(c).
- Oversee and document environmental compliance under 24 CFR Part 58.
- Track RROF and HUD AUGF documentation.
- Verify property standards per §92.251 and confirm tenant protections per §92.253.
- Validate Tenant-Based Rental Assistance (TBRA) program requirements compliance pursuant §92.209.
- Maintain and organize all required HOME program documentation consistent with the recordkeeping standards in 24 CFR §92.508.
Requirements
- Bachelor’s degree in Public Administration, Finance, Accounting, Urban Planning, Business, or related field.
- 3-5 years of experience in federal grants monitoring.
- Knowledge of HUD fair-housing requirements and cross-cutting federal rules.
- Ability to execute risk-based monitoring.
- Strong documentation and communication skills.
- Bilingual in English and Spanish.
Nice to Have
- Juris Doctor degree from an accredited college or university.
- Experience with HUD programs (HOME, CDBG, ESG, CoC).
- Experience with subrecipient oversight.
- Knowledge of environmental review documentation (ERR).
- Understanding of construction compliance for development projects.
